[j2eelist] The most economical way to create Questionnaire tool

Hi group,

I was just wondering if there is any efficient and economical way to create a questionnaire tool, other than developing web based (MVC framework) type of application.

The project requirements are to have a tool to utilize user to create questions for different topic and assist user to create question branching rule.
